COMPETITION COMMISSION: APPOINTMENTS TO THE REPORTING PANEL

Melanie Johnson, Parliamentary Under Secretary of State for
Competition, Consumers and Markets today announced a number of
reappointments to the specialist panels of the Competition Commission
which cover electricity, telecommunications and water
Nicolas Garthwaite has been reappointed to the Telecommunications
panel. He has been an independent telecommunications consultant at
Cicero Strategy since 1996. He was formerly Director of
Telecommunications at Price Waterhouse Corporate Finance (1994-96)
and a Managing Consultant in the telecommunications group at Touche
Ross (1986-94). Mr Garthwaite spent his early career at the
Department of Energy holding various posts in oil, electricity,
European policy and energy efficiency divisions. He is non-executive
Chairman of Cicero Languages International.
Graham Hadley has been reappointed to the Electricity and Water
panels. He has been an Energy Consultant and part-time Senior Advisor
to NERA since 1996. He was a Board Director of National Power from
1990-1995 and Board Secretary of the Central Electricity Generating
Board from 1983-1990. Prior to that he held a wide range of posts in
the Civil Service in Aviation, Defence, Technology, Trade and
Industry and Energy Departments.
Tony Hadfield has been reappointed to the Electricity panel. He is
Senior Partner of Hadfield Associates and an Associate of Parsons
Brinkerhof Power Ltd. He was Deputy Chairman of BCN Data Systems Ltd
from 1998-2001 and Chief Executive of Teesside Power Ltd from
1998-2000. From 1991-1997 he held the post of Managing Director/Chief
Executive of Northern electric Plc and was Deputy Chairman and Chief
Executive of Northern Ireland Electricity from 1985-1991.
Gilbert Hogg has been reappointed to the Electricity and Water
panels. He was Director of Regulatory Operations at British Gas from
1990-1995. He is now a self-employed Regulatory Consultant. Mr Hogg
joined British Gas as Director of Legal Services in 1979 and was
Company Secretary from 1984-1990. Prior to that he served as a Legal
Adviser to the British Steel Corporation for five years. Mr Hogg is a
member of the International Bar Association and The Law Society.
Nigel Macdonald has been reappointed to Electricity and Water panels.
He has been a senior partner at Ernst & Young since 1976 and has led
a number of teams advising on regulatory issues. He is a member of
the review panel of the Financial Reporting Council, a member of the
Board of the British Standards Institute and a member of DTI''s
Industrial Development Advisory Board. He was a member of the Cadbury
Committee on Corporate Governance (1991-1995) and a member of the
Byatt Committee (1984-1986), a Technical Group advising HM Treasury
on the appropriate accounting policies for Nationalised Industries.
David Parker has been reappointed to the Electricity,
Telecommunications and Water panels. He has been Professor of
Business Economics and Strategy at Aston Business School since 1997
and holds a visiting research post at the Centre for the Study of
Regulated Industries. He was a senior lecturer at the University of
Birmingham Business School from 1993-97, and prior to that he was
Dean of the Business School at the University of Hertfordshire
(1992-93) and a lecturer at Cranfield School of Management (1989-92).
Professor Parker has acted as a consultant on privatisation and
regulation in a number of overseas countries and has written
extensively on both subjects. He is a member of the Institute of
Management and a Fellow of the Royal Society of Arts.
Jeremy Seddon has been reappointed as a member of the Electricity,
Telecommunications and Water panels. He was head of BZW''s
Privatisation and Government Advisory Unit and Vice-Chairman of BZW
corporate finance from 1987 to 1995 having joined Barclays in 1974.
From 1995 - 97 he was Chairman of BZW/Barclays India. From 1997 to
2001 Mr Seddon was Chief Executive of British Invisibles, the company
responsible for promoting the UK''s financial services industry in
overseas markets.
Martyn Webster has been reappointed to the Water panel. He was Group
Managing Director of Southern Water plc from 199396, having
previously held the position of Group Finance Director from 1989-92.
Before joining Southern Water, Mr Webster was Group Financial
Controller at Laporte plc (1986-89) and Financial Controller at NCR
Ltd (1979-86). His early career was with Price Waterhouse (1968-79).
He is a member of the Institute of Chartered Accountants in England
and Wales.
Alan Young has been reappointed to the Electricity panel. He is a
Director of the consultancy firm Webster Young Limited and a
non-executive Director of the renewable energy company Energy Power
Resources Limited. He has been appointed a non-executive member of
the UK Atomic Energy Authority for four years from 1999. He was
Commercial Director of Scottish Hydro- Electric plc from 1989-1994.
Prior to that he was Director of Operations at John Brown Engineering
Limited (1982-89) and a Senior Engineer/Project Support Manager at
the South of Scotland Electricity Board (1966-82). He has also acted
as Chairman of RMS Communications plc (1992-97) and as Managing
Director (part-time) of Scottish Overseas Health Support (1994-97).
Notes for Editors
1. None of the members appointed are involved in any political
activity. Messrs Garthwaite, Hadley, Seddon, Webster, Young and
Professor Parker are also members of the Competition Commission''s
reporting panel for which they receive #250 per day when serving
on an inquiry. Other public appointments held by these members are
as detailed below.
2. Alan Young currently holds a four year appointment as a non
-executive member of the UK Atomic Energy Authority for which he
receives a remuneration of #10,000 per annum.
3. All members of the Competition Commission are subject to the
House of Commons Disqualification Act 1975, which disqualifies
holders of scheduled public offices from membership of the House
of Commons.
