NEW MEMBERS FOR THE GAS AND ELECTRICITY MARKETS AUTHORITY

The Energy Minister, Stephen Timms today announced the appointment of five new members and the reappointment of one member to the Gas and Electricity Markets Authority.

The new Non-Executive members are John Wybrew, Miriam Greenwood, Jayne Scott and Judith Hanratty. Steve Smith, Ofgem's Managing Director - Markets, will join the Gas and Electricity Markets Authority as an Executive Member. All the appointments will commence immediately, except for Judith Hanratty who will join the Authority on 1 January 2005. Sir Keith Stuart has been reappointed as a Non-Executive.

Commenting on the appointments, Stephen Timms said:

"I am pleased that so many excellent candidates have been able to accept a position on the Gas and Electricity Markets Authority. They bring with them a wide range of experience which will add significant value to Ofgem's work as it tackles the future challenges our energy markets face."

Notes for Editors

1. Under the Utilities Act 2000, the Secretary of State appoints members to the Gas and Electricity Markets Authority. Before making these appointments she must consult the Chairman of the Authority.

2. The Office of Gas and Electricity Markets (Ofgem) operates under the direction and governance of the Gas and Electricity Markets Authority (GEMA), which determines the strategy and decides on major policy issues. GEMA's principal objective is to protect the interests of consumers, wherever appropriate by promoting effective competition.

3. Non-Executive members of the board are paid 20000 per annum. Executive Members do not receive additional remuneration by virtue of their membership of the Authority. The new Members have accepted a three-year term. Sir Keith Stuart has agreed to serve a further two years once his current term ends on 4 December 2004.

4. Two Non-Executives (Margaret Ford and Richard Farrant) stood down at the end of 2003. The second terms of two more (James Strachan and John Belcher) will finish by the end of January 2005. This announcement means that GEMA now consists of one Non-Executive Chairman, eight Non-Executives and five Executive members. By 1 January 2005, we expect GEMA to consist of one Non-Executive Chairman, seven Non-Executives and five Executive members.

JAYNE SCOTT

Jayne Scott is a Partner in the Scott Ross Partnership and Vice Chair of Entrust. She has previous experience in the Health Service where she was Director of Finance and Performance Management at the Fife Health Board.

JOHN WYBREW

John Wybrew is Chairman of the Energy and Utility Sector Skills Council. He is Chairman of Lamara Group, Commercial Telematics Group, the Foundation for Management Education, and the International Longevity Centre, UK. He is also a Governor of Henley Management College and an Officer of the Parliamentary Group for Energy Studies. He is Chairman designate of the British Energy Association. He has been an Executive Director of Shell UK, British Gas, BG, the Lattice Group and National Grid Transco.

MIRIAM GREENWOOD

Miriam Greenwood is a Director of Quayle Munro Holdings plc. She is a former Managing Director of Morgan Grenfell Scotland. She was previously Chief Operating Officer of the British Linen Advisers and Director of Deutsche Bank AG London. She has held a number of public sector board appointments including the Court of Governors of Napier University. She is a Non-Executive Gartmore Global Trust plc.

JUDITH HANRATTY

Judith Hanratty was previously Company Secretary of BP plc and currently holds non executive directorships with Lloyd's of London (where she has been a member of the Council nominated by the Bank of England since 1998, and is currently also Chairman of the Lloyd's Market Supervision and Review Committee and a member of the Lloyd's Franchise Board), Charles Taylor Consulting plc, Partnerships UK plc, and British Standards Group. She is also Chairman of the Commonwealth Institute and deputy Chairman of the College of Law. She is a former non-executive Director of London Electricity plc.

SIR KEITH STUART

Sir Keith Stuart will have been a Non-Executive member of the Gas and Electricity Markets Authority for four years when his re-appointment takes effect in December. He chairs the Authority's Audit Committee. He is also a Non-Executive Director of RMC plc and the City of London Investment Trust plc. He has first-hand experience of the transport and energy industries including previous appointments as a Non-Executive director and subsequently Chairman of Seeboard.

STEVE SMITH

Steve Smith rejoined Ofgem in September 2003 from AEP Energy Services Ltd to become Director of Strategy, having previously been Director of Trading Arrangements. In an internal reorganisation earlier this year he became Managing Director of Markets.
