Adjudicator publishes decision on proposal to

DISCONTINUE THE HAYWARD COMMUNITY SPECIAL SCHOOL AND WOODLANDS COMMUNITY SPECIAL SCHOOL AND A NEW REPLACEMENT COMMUNITY SPECIAL SCHOOL IN CHELMSFORD, ESSEX

The Office of the Schools Adjudicator has published a decision on a proposal by Essex County Council to discontinue The Haywards and Woodlands Community Special School's and establish a new replacement Community Special School, in Chelmsford, Essex from September 1st January 2009. The adjudicator, Mr John Simpson, has approved the proposal.

Mr Simpson concluded that the time is right for amalgamation. All the evidence suggests that the staff, parents, pupils, governing body and Council is committed to further improvements for the benefit of the pupils.

Schools adjudicators are independent of the Government. They decide on school organisation issues, disputes on land transfer and assets and admission arrangements which cannot be resolved locally. They were appointed under the School Standards and Framework Act 1998. Their role is to look afresh at all cases referred to them, considering each case on its merits and taking account of the reasons for disagreement at local level in the light of the legislation and the guidance in the School Admissions Code.
