Appointments announced for Energy regulator

Energy Minister Malcolm Wicks today announced key appointments to the Gas and Electricity Markets Authority.

Sir John Mogg has been appointed to serve a second five year term as non executive Chairman from October 2008. Andrew Wright, Ofgem managing director of Markets, joins the Authority as an executive member and Judith Hanratty has been reappointed as a non-executive.

Malcolm Wicks said:

"I am pleased that Sir John has agreed to continue as Chair of the Authority. There are a number of important challenges facing energy policy in the next few years, such as the need to ensure security of supply, tackle fuel poverty and address sustainability. Ofgem is a crucial player in meeting our energy goals and I am confident that under Sir John's leadership, they will maximise their contribution to achieving these goals. Sir John has already played a key role in pursuing liberalisation of EU energy markets and this work will continue.

"Other excellent candidates have also accepted positions on the Gas and Electricity Markets Authority. They bring with them a broad range of experience and skills which will add significant value to the Authority as it addresses the challenges faced by our energy markets."

Sir John Mogg was first appointed non-executive Chair of Ofgem on 1 October 2003. He will now serve for a further five years.

The Gas and Electricity Markets Authority governs the direction and policies of the gas and electricity watchdog Ofgem. Non-Executive members bring a range of experience and expertise from industry and social policy to the environment, finance and Europe. Ofgem's Chief Executive and Managing Directors are Executive members of the Authority.

Sir John was previously Director General, Internal Market and Financial Services and Deputy Director General, Industry at the European Commission and held posts in the UK as Deputy Head, European Secretariat, at the Cabinet Office and was Principal Private Secretary to three Secretaries of State and holding other senior posts at the Department of Trade and Industry. He was elected Chairman of the European Regulators Group for Electricity and Gas (ERGEG), in December 2005. He is also the President of the Council of European Energy Regulators (CEER).

4. Judith Hanratty CVO OBE has agreed to serve a further two-year term from 1 January 2008 as non-executive Member of Gas and Electricity Markets Authority.

5. Dr Andrew Wright joined on Ofgem 1 January 2008 as Managing Director, Markets and takes up executive membership of the Authority at the same time.

6. Under the Utilities Act 2000, the Secretary of State appoints members to the Gas and Electricity Markets Authority. Before making these appointments he must consult the Chairman of GEMA - currently Sir John Mogg.

7. The Office of Gas and Electricity Markets (Ofgem) operates under the direction and governance of GEMA, which determines the strategy and decides on major policy issues. GEMA's principal objective is to protect the interests of consumers, wherever appropriate by promoting effective competition.

8. Non-executive members of the Board give on average 3 days per month to the work of the Authority and receive an honorarium of £20,000 per annum. Executive members do not receive additional remuneration by virtue of their membership of the Authority.

Short Biographical Details of new and reappointed GEMA members

Sir John Mogg was appointed non-executive Chair of Ofgem from 1 October 2003. He was the Director General, Internal Market and Financial Services at the European Commission for the previous 10 years, following a period as the Deputy Director General, Industry, again at the Commission, from 1990 to 1993.
He was elected Chairman of the European Regulators Group for Electricity and Gas (ERGEG), in December 2005. He is also the President of the Council of European Energy Regulators (CEER).He previously held posts in the UK as Deputy Head, European Secretariat, at the Cabinet Office and was Principal Private Secretary to three Secretaries of State holding other senior posts at the Department of Trade and Industry. After University he spent 8 years in the private sector.

Judith Hanratty CVO OBE is a barrister. She was Company Secretary of BP plc until her retirement in 2004. She was also a Member of the Competition Commission and of the Takeover Panel; and has been a Director of London Electricity, the British Standards Group, and of Partnerships UK. She was a Bank of England Nominated Member of the Council of Lloyd's of London, and Chairman of the Market Supervision Committee for 9 years ending in August 2007.

She is currently a Director of Partner Re Limited, Charles Taylor Consulting plc, Chairman of the Commonwealth Education Trust, an Honorary Fellow of Lucy Cavendish College, Cambridge University, and a Fellow of the Royal Society for the Arts, Manufactures and Commerce.
She was awarded the OBE in 2002 for services to the oil and gas industry and in 2005 was made an Honorary Doctor of Laws by Victoria University of Wellington. In the 2008 New Year Honours list she was made a Commander of the Royal Victorian Order (CVO).

Dr Andrew Wright has extensive experience in the energy markets most recently as the lead UK analyst with UBS. He was previously with Cazenove & Co and Merrill Lynch, prior to that he held senior management roles in the electricity industry with Manweb.
