Energy and Climate
Change Minister, Mike O'Brien, today announced the
appointment of Richard Maudslay CBE as Chairman of the National
Nuclear Laboratory (NNL).
As Chairman, Richard Maudslay CBE will work with the recently
appointed Management Contractor, who run the facility, to help the
National Nuclear Laboratory become an international centre of
excellence in nuclear research and development, playing a vital
role both in cleaning up the UK's nuclear waste legacy and
also in contributing to the programme of nuclear new build while
serving a broad range of customers.
Energy and Climate Change minister, Mike O'Brien said:
"As the UK upgrades its nuclear capacity, we need the
National Nuclear Laboratory to be a leader in high-tech nuclear
skills in the UK, and indeed the world. I welcome the appointment
of Richard Maudslay and his work to develop what will be an
increasingly important facility."
Notes to Editors
1. Richard Maudslay is the first Chairman to fill the role since
the NNL became a stand alone business. He follows Richard Ramsay,
a Shareholder Executive official, who has been filling the post on
a temporary basis pending this appointment and Mike Parker CBE who
filled the post while the NNL was a BNFL subsidiary.
2. Richard Maudslay has been appointed for three years from 18
May 2009. Much of his career has been in the power engineering
sector including seven years as the Managing Director of NEI
Parsons Ltd, prior to its merging with Rolls-Royce. At Rolls-Royce
for five years Richard Maudslay was the Managing Director of their
Industrial Power Group and a Main Board Director. Having led
Rolls-Royce's exit from large steam power generation and
prepared other parts of the group for sale he has, since 1998,
held a range of non-executive chair and director roles with
publicly listed, privately owned and government owned businesses.
These have included being chair of DSTL (MOD's Defence
Science & Technology Laboratory) between 2005 and 2008 at a
time when it was experiencing considerable change. His involvement
with government includes being a member of the DTI Enterprise
& Business Group Board (2002 - 07) and chair of the North East
Science and Industry Council (2004 - 08). The DSTL role was also a
Ministerial appointment.
3. The appointment has been made in accordance with the
requirements of the Commissioner for Public Appointments.
4. Richard Maudslay will receive a salary of £45,000 per year.
5. The appointment is made on merit and political activity plays
no part in the selection process. However, in accordance with the
original Nolan recommendations, there is a requirement for
appointees' political activity (if any are declared) to be
made public. No political activities have been declared.
6. The NNL was launched by John Hutton, Secretary of State for
Business, Enterprise and Regulatory Reform (BERR), on 23 July
2008. It is the successor organisation to Nexia Solutions and was
originally owned by British Nuclear Fuels plc (BNFL). As part of
the wind-down of BNFL, ownership of the NNL transferred to the
Government on 1 April 2009. The Shareholder Executive exercises
shareholder responsibilities on behalf of the Department of Energy
and Climate Change, the successor to BERR for energy activities.
7. The Management Contractor - The NNL is operated under a
Government Owned Contractor Operated (GOCO) arrangement and a
management contract was awarded to a consortium of Serco, Battelle
and Manchester University on 3 April 2009 to run the NNL on
Government's behalf.
8. The NNL currently provides a range of services, notably in
support of the nuclear decommissioning programme and the
continuing operation of British Energy's nuclear power
plants. The Government has concluded that the NNL contains a
number of critical skills essential to support nuclear power
generation in the UK. Further details are available at http://www.nnl.co.uk
