Competition Commission publishes energy and postal services appeals rules

The Competition Commission (CC) has yesterday published procedural rules on how it will deal with appeals against certain decisions made by Ofgem and Ofcom.
The rules relating to decisions by Ofgem follow changes to the regulatory regimes in the Gas Act 1986, Electricity Act 1989 and the Utilities Act 2000 made by the Electricity & Gas (Internal Markets) Regulations 2011, which changed the process for modifying electricity and gas licences and created a new procedure allowing for appeals to the CC.
The rules relating to decisions by Ofcom provide for the process the CC will follow in appeals to the CC against certain price control decisions made by Ofcom in relation to postal services under the Postal Services Act 2011.
The CC has also published guides to assist parties conducting appeals under each set of rules.
