Policymakers are running to catch up with online technology and activity, the International Institute for Strategic Studies's Nigel Inkster said in his talk on 'Power in Cyberspace' at the institute's Middle East office last week.
In the fourth IISS Global Perspective Series of discussions, the director of the IISS's Transnational Threats and Political Risk programme acknowledged recent government moves to address cyber crime, war and other threats, from the Pentagon's establishment of a US Cyber Command to China's development of a doctrine of Integrated Network Electronic Warfare.
However, he also cited the example of a British judge in a trial around an online jihadist network who admitted in court that he didn't know what a website was.
