The International Institute for Strategic Studies reports that, even as official campaigning for the 28 November 2011 national elections began, the talk of the town in Cairo has been the controversial framework put forward by the Supreme Council of the Armed Forces (the de facto ruling body) to guide the drafting of the new constitution.

The proposal to give the military a dominant role has provoked an intense outcry across the political spectrum.
