Renewable Fuels Agency appoints CEO

Professor Ed Gallagher, Chair of the Renewable Fuels Agency (RFA), announced today (2 July) the appointment, with immediate effect,
of Nick Goodall as the Agency's Chief Executive.

Prof Gallagher said, 'We are pleased to welcome Nick to the Agency. Nick will be leading a strong team at the RFA, and will be working to build a new consensus on the future of biofuels in the UK between Government, business and the environmental movement.'

Nick said, 'I am delighted to be invited to lead the RFA. We will now build on the Gallagher Review, to ensure a truly sustainable future for biofuels in the UK.'

Nick is joining the RFA from the Energy Networks Association (ENA), where he was Chief Executive. Prior to that he was Chief Executive of 'Renewables East', the renewable energy agency for the East of England, and Chief Executive of the British Wind Energy Association (BWEA). He is a member of Sustainability East.

Background information:

The Renewable Fuels Agency (RFA), a Government Non-Departmental Public Body (NDPB), is an independent regulator.

It was established on 26 October 2007 with the Renewable Transport Fuel Obligation (RTFO) Order.

The RTFO applies across the whole of the UK. Refiners, importers and any others who supply more than 450,000 litres of fossil-based road transport fuel annually to the UK market are obligated by it.

The initial requirement is for 2.5% of the fuel supplied for road transport in 2008-9 to be biofuel.

The Renewable Fuels Agency (RFA) requires biofuel suppliers to submit reports on both the net greenhouse gas savings and the sustainability of the biofuels they supply. This reporting framework is intended to be a 'stepping-stone' towards a mandatory assurance scheme proposed by Government to commence in 2010 and 2011.

The agency makes its first quarterly report on progress towards the Government's biofuel targets in the Autumn.

Professor Ed Gallagher is Chair of the RFA. He was previously the Chief Executive of the Environment Agency and National Rivers Authority, as well as the Manufacturing Director of Amersham International and the Director of Marketing and Product Development at Black and Decker. He has been the Chair of Energywatch since 2004, and was Governor and then Chair of Middlesex University from 1994-2004.
