In February 2009
McKinsey was instructed by the Department to provide advice on how
commissioners might achieve world class NHS productivity to inform
the second year of the world class commissioning assurance system
and future commissioner development. The advice from McKinsey was
provided in March 2009 and can be found at the link below.
Health Secretary Andrew Lansley said:
"The Government is committed to increasing health
spending every year. We are also committed to cutting out waste so
that we can improve patient care with the savings made.
"Today, as part of our drive to make Government more
transparent, I am publishing this report that was commissioned by
the previous Government. It is indicative of a top-down internal
process intended to cut spending by cutting staff, including
frontline staff.
"It is important to cut the costs of bureaucracy, so we
can sustain and improve frontline care. So, instead of drawing
conclusions from top-down analysis, people should examine the
unacceptable variance in performance and focus on how staff can be
redeployed in order to drive up standards".
