Tenant Services Authority - Changes to NROSH

The TSA announced on 1 November 2010 that it was looking to reform the National Register of Social Housing (NROSH) and other data collection systems to reduce the burden it places on housing providers and costs to taxpayers, and would make a decision with Department for Communities and Local Government (DCLG) in Spring 2011.

Although we have still to confirm all of the arrangements for 2012, we have agreed with DCLG that we will not continue to operate the properties database aspect of NROSH going forwards. Therefore, with immediate effect there is no requirement for any registered providers, either local authorities or housing associations, to submit further data to the NROSH properties database.

The data submission and validation elements of the NROSH website will be disabled with immediate effect, along with access to all of the restricted areas of the website – those which required a log-in. For at least the month of June, the final (May 2011) NROSH online reports will continue to be available to the sector, providing an opportunity for organisations to extract data for their own purposes one last time. This will also include OLAP reporting functionality.

A reduced NROSH website will continue to be available throughout the remainder of 2011; it will provide access to its news page, document library, published reports and other standard information. In due course, the website will include updates on the redevelopment of NROSH and the site is due to be re-launched in early 2012.

NROSH will be used in future to collect regulatory data from Private Registered Providers including housing associations but not local authorities, as was anticipated in the Governance standard of the TSA’s Regulatory Framework.

For Private Registered Providers only, data collection through NROSH will restart in April 2012. We will not be requiring data at individual property level. In line with the revised regulatory approach, there will be a much reduced data requirement going forward and it is anticipated that this will reduce burdens to providers. We will be consulting on elements of this shortly. It is anticipated that the data we collect will include:

  • an annual statistical summary of homes owned and managed by Private Registered Providers;
  • the current financial returns; and 
  • the quarterly risk and financial survey.

Local authorities will not be required to submit data to NROSH, and NROSH will be removed from the Local Authority Single Data List when it is next updated.

To achieve these changes, the TSA’s existing contract with the provider of the NROSH system, RM Education plc, will continue.  The contract has been changed in certain respects to accommodate the revised requirements.
