This follows the Programme for Government commitment to develop changes to Building Regulations for new dwellings, working towards a 55% improvement in energy efficiency performance by 2013.  

Building Regulations influence emission reductions in new buildings and existing buildings in Wales.  Improved standards increase the energy efficiency of buildings and so reduce energy demand and energy bills for consumers.

Higher standards will stimulate green job opportunities in Wales. As well as a direct benefit to suppliers and installers, new standards will provide opportunities for Welsh companies and encourage the development of skills and training.

John Griffiths said:

“We want to improve the energy performance of buildings in Wales. Raising standards through Building Regulations will help us move towards zero carbon new buildings helping to support our commitment to reduce emissions in the built environment. Our proposals set out in this consultation are a significant step towards that objective. In developing our proposals we have been mindful of the economic situation faced by the housebuilding and construction industry, I believe the proposals reflect a balance between the need to pursue longer term objectives whilst allowing time for recovery. I encourage construction firms, those working in the industry and the industry’s representative bodies to respond to the consultation.”

The consultation outlines proposed changes to Part L (Conservation of Fuel and Power) of the Building Regulations as well as a package of mitigating options which include the withdrawal of the Code for Sustainable Homes, BREEAM planning policy and TAN 22 in conjunction with the phased introduction of the new regulations.
