Commitment to Welsh business reinforced by Welsh Government Infrastructure Investment Plan

Maximum benefits for Welsh companies and communities will be a central priority in developing the Wales Infrastructure Investment Plan.

Giving a speech at the Royal Institute for Chartered Surveyors conference later today, Finance Minister, Jane Hutt, will make clear the Welsh Government’s commitment to the construction industry and continuing their ongoing boost to growth in jobs and the economy.

The Wales Infrastructure Investment Plan (WIIP) will set out the long term direction of travel for infrastructure investment in Wales and act as a shop window for the public and private sector, enabling them to plan their resources appropriately.

The guiding principles of the Investment Plan, and the incorporation of procurement best practice and initiatives will support projects which optimise advantages for Welsh SMEs and local areas.

The Minister said:

"The Welsh Government wants to use public procurement to deliver maximum economic and social benefits to the people and communities of Wales.

"We are currently facing tough economic conditions at a national and global level.  However, in Wales, we are responding positively to these challenges by being proactive and collaborative in our approach.

"The investment, strategies, policies and guidance that we have produced, and continue to develop, are aimed directly at meeting these challenges."

The Minister highlighted that the development of the WIIP will include consultation with key stakeholders across Wales, including bodies such as the RICS.

All construction and other Welsh companies will have equal access to contracts and supply chain opportunities, and they will be encouraged and supported in their use of Community Benefits to make a positive impact on the local area.

The Community Benefits policy is an important Welsh Government approach to using public procurement in a way that supports economic growth.  It is an excellent example of how procurement and the construction industry can work together to deliver not only sustainable projects for local communities, but improved returns on investment to the Welsh economy including the delivery of apprenticeships and jobs.

The Community Benefits approach has already been used in over £3bn worth of projects.
