Civil service reform should not be decided by parliamentarians alone, says FDA
Responding to today’s publication of the Public Administration Select Committee (PASC) report on civil service reform, which has a sole recommendation of establishing a Parliamentary Commission, FDA General Secretary Dave Penman said:
“While the FDA agrees with PASC that civil service reform is too important to be done without a comprehensive study of the challenges being faced, any proposed Commission should not be restricted to the opinions of parliamentarians alone.
“There appears to be no disagreement that reform of the civil service is required - ongoing reforms are essential to any major organisation, including the civil service. Any proposed Commission should not prevent essential reforms from being made.
“The FDA’s own alternative White Paper, including feedback and case studies from senior public servants, sets out 20 recommendations for reform, looking into the recognition, reward and resources required to secure a world-class civil service.
“All stakeholders must have a real opportunity to input their views, to enable a broader analysis and ensure that all aspects and potential outcomes on the future of the civil service have been considered.”
