In 2020, the UK Government released its Social Value Model (SVM) with guidance in accordance with Procurement Policy Note 06/20 – taking account of social value in the award of central government contracts

Over a year since publication, Sophie Newbould spends an hour with attendees to reflect on the effectiveness of the SVM, what she likes about it, what remain uncomfortable risks to project teams and shares a some recommendations for the future SVM direction of travel.

This session is geared to project professionals interested in social value in Government technology contracts, whether Authority or supplier side.

About the speaker: 
Sophie has been involved in infrastructure and complex commercial procurement and contract disputes for over 20 years now. After several years in industry (construction and telecoms), Sophie qualified as a business lawyer in 2008, moving quickly into local government shared services/commercial technology procurements then national Central Government technology projects, procurements and disputes. 

Sophie has advised and often lead on dialogue or dispute negotiations for the:

• MOJ in 2014-15 on their <£1blln Future IT Solutions Programme under dispute with two major primes.

• Home Office's ESN programme in disputes and contract variations with Motorola

• Foreign & Commonwealth Office review of global and national commercial contracts impacted by Brexit.

• Met Office >£1Bn supercomputer procurement in 2019.

• 4th National Lottery Licence Advising the Senior Leadership Team over 2020-21 with Camelot and competition applicants.

• The Bank of England information technology systems procurement and sustainability teams as senior counsel.
