Who We Are
Capital Property & Construction Consultants Limited is a specialist multidisciplinary practice offering Architectural, Surveying, Structural, Mechanical and Electrical Engineering and Project Management to Public Sector Clients.
We have a dedicated team of senior professionals who bring an in-depth and specialist knowledge of the delivery process, legislation and other requirements that influence public sector property management. Many of our staff have worked within public sector organisations and therefore fully understand the specific requirements and challenges of delivering public sector works.
Overview
Capital is a leader in providing value added multidisciplinary property consultancy services to the public sector and we do this by creating successful, open relationships throughout the process. Our pledge is to create lasting relationships by exceeding expectations and gaining their trust through exceptional performance by every member of our team.
Since our formation in 2007, we have created strong links through service delivery, and have specialised in housing refurbishment, housing development and conversions, education and university projects and the repair, maintenance and conversion of commercial and public sector buildings.

Fire Compliance Capital can now provide fire safety advice service on strategic management, risk mitigation and compliance, which meets all of the requirements of the Regulatory Reform (Fire Safety) Order 2005 and The Building (Amendment) Regulations 2016. Capital’s team of Building Surveyors and Structural Engineers are NEBOSH trained in fire safety and risk management and have a thorough understanding of the legislation governing fire safety. More recently we have been heavily involved in advice on all matters relating to fire safety compliance and the delivery of fire upgrade works and ACM cladding renewal projects. |

Capital has a strong presence in the Education and Higher Education sectors working closely with Primary, secondary, Academies and Universities to deliver a range of professional services. We can plan your future maintenance schemes, deliver refurbishment projects through to large scale new build design and project management. We understand what makes this sector tick and the particular nuances of work with in education establishments. Capital is a market leader in delivering Condition Improvement Fund projects (CIF) and it’s forerunner ACMF. We have extensive knowledge of what the Education Funding Authority (EFA) seeking in successful bids and we have obtained funding for over one hundred Academies and successfully planned and project managed all of these schemes.
Director Richard O’Reilly MRICS leads the Project Management and Employer’s Agent Services for our University Clients and has delivered many large scale, complex refurbishment projects with challenging programme requirements. Director Peter Bloxham RIBA has personally designed and delivered individual school projects up to £42m in value through PFI, Design and Build, Traditional and Partnering procurement routes. Peter has a vast knowledge of educational design and has worked on RIBA award winning projects. Associate John Wilkinson RIBA leads the Framework new build educational schemes working on Primary School and Secondary School Expansion Programmes. John has extensive experience of running projects through all RIBA Work stages using Traditional and Design & Build JCT contracts of values up to £15m.
