VIABILITY IN THE PLANNING PROCESS

We are fully conversant with research and analysis of complex development appraisals. This is a key aspect of major planning applications and increasingly an important factor in securing the delivery of affordable housing and other planning obligations. We offer:

  • Sensitivity analysis and detailed interpretation of developer proposals
  • Evaluation of Development Appraisals including Argus, HCA Toolkit, GLA Toolkit and other forms of bespoke appraisal including IRR analysis

EXPERT WITNESS

Andrew is an RICS accredited valuer and has appeared as an Expert Witness on behalf of our clients in more than 60 Planning Inquiries, Hearings, and Examinations in Public. He has also presented to the then London Mayor, Boris Johnson, and provided evidence to the High Court.

Senior members of the team have growing appeal experience and are regularly involved in workshops and training sessions for Planning Committee Members, Planning Officers and Estates Teams, as well as Governmental organisations, as part of our commitment to work collaboratively with our clients.

ASSISTING IN DEVELOPMENT OF PLANNING POLICY & CIL

Allied to our work with Planning Authorities we regularly comment on and provide advice in respect of the development and formulation of Core Planning Documents and specific Development Management Policies and Supplementary Planning Guidance.

We provide the viability evidence base and viability analysis to support affordable housing policy targets and CIL charging schedules including representation at Examination in Public.

DEVELOPMENT CONSULTANCY

We have considerable experience in delivering a wide range of developments from social housing, supermarkets through to Town Centre mixed use schemes. We can provide assistance in all parts of the process including:

  • Market research, analysis and feasibility studies
  • Preparation of marketing and development briefs
  • Managing the development partner selection process
  • Negotiating heads of terms including key financial terms
  • Working with the clients legal team to finalise sale/development agreements
  • Negotiating and monitoring developers obligations / securing overage provisions
  • Section 106 negotiations an CIL advice. We believe in working closely with our clients as a team.

VALUATIONS AND APPRAISALS
