Call for Evidence: An Opportunity to Shape Digital Inclusion Policy

Guided by the recently launched Digital Inclusion Action Plan, the UK government is taking a structured, long-term approach to digital inclusion. Led by the Department for Science, Innovation and Technology (DSIT), this plan sets out a framework to address the barriers preventing millions from accessing essential online services, education, and employment. To inform its next steps, DSIT has issued a call for evidence, open until 11:55 pm on 9 April 2025, inviting organisations, businesses, charities, and individuals to provide insights that will shape the future of digital inclusion policy.
The Digital Poverty Alliance (DPA) is a key partner in delivering the Digital Inclusion Action Plan, working with DSIT to ensure surplus government laptops are professionally and securely refurbished and placed in the hands of those who need them most. With extensive experience in large-scale device donation programmes, the DPA is leveraging its expertise to maximise the impact of this initiative – ensuring refurbished equipment is deployed efficiently and safely. By repurposing unused devices into essential tools for education, employment, and daily life, the DPA is driving meaningful change and advancing a more digitally inclusive UK.
The call for evidence is an opportunity for those committed to a fairer, more digitally inclusive society to share insights that will shape future interventions. Responses will help ensure policies reflect the realities of digital exclusion and build on proven approaches. The DPA is preparing its own response to ensure practical, evidence-based insights inform the consultation. By engaging in this process, the DPA aims to support policies rooted in real-world solutions. Insights from frontline organisations and community initiatives will help shape a government approach driven by tested strategies that deliver measurable impact.
What the Call for Evidence Covers
The Government is seeking evidence in several key areas, including:
- Barriers to Digital Inclusion: Identifying the main obstacles preventing individuals and communities from accessing digital tools and services.
- Community-Led Solutions: Gathering insights into successful local initiatives that have improved digital access and skills.
- Device and Connectivity Access: Assessing the effectiveness of initiatives that provide access to affordable devices and internet services, including the national device donation programme being delivered in partnership with the DPA.
- Digital Skills and Literacy: Understanding the role of digital skills training in employment, education, and everyday life.
- Public and Private Sector Collaboration: Exploring opportunities for partnerships between government, industry, and charities to scale up digital inclusion efforts.
