Guidance on proceedings for hybrid House and provisions for Grand Committee published

The Procedure and Privileges Committee has published a revised version of its guidance on proceedings in the hybrid House which includes guidance on proceedings in hybrid Grand Committee.

The guidance has been edited to make it shorter, more focused and more clearly structured. The new, eighth edition also reflects decisions taken at the Committee’s meeting on 26 January relating to:

  • the maximum number of remote participants in the hybrid House (raised to 75); and
  • speaking during amending stages of bills (see paragraphs 73, 74, 79). Members whose names are added to amendments will no longer be automatically listed to take part or speak, for business scheduled from 22 Feb onwards; they will need to sign up.
