Supplier survey: Procurement in Justice and Emergency Services technology

Procurement is still one of the biggest challenges for suppliers working with policing, justice and fire and rescue services. From the time and cost of bidding to how contracts are scoped and awarded, these processes shape which suppliers can take part and how quickly new technology reaches the frontline.

To build a clear, evidence-based picture, the Commercial Subgroup of techUK’s Justice and Emergency Services Council has launched the Supplier Experience Survey of Procurement in JES Technology. We want to understand how procurement is working in practice, what is improving, where difficulties remain, and what good practice should be shared more widely.

Why take part?

By completing the survey, you can share your direct experience of bidding for and delivering contracts across policing, justice and fire. Your answers will help identify common barriers to entry, as well as good practice and opportunities to improve procurement processes. The findings will also inform techUK’s engagement with government, policing and justice stakeholders on behalf of suppliers.

Who should respond?

We welcome responses from technology suppliers that serve, or want to serve, the justice and emergency services sectors. You don’t need to be a procurement specialist. We’d especially like to hear from colleagues involved in bids and public sector sales, so please share the survey within your organisation. Please answer only based on your organisation’s direct experience. This can include bidding, deciding whether to bid, early market engagement, subcontracting, or delivering contracts as an incumbent supplier. What’s in scope? The survey covers technology procurement in justice and emergency services only. This includes policing, courts and tribunals, prisons and probation, fire and rescue, and emergency planning or resilience.  How the survey works The survey has two parts:

  • Core Survey: takes around 5 minutes and provides the key evidence for our analysis. At the end, you can submit your response or move on to the optional deep dive.
  • Specialist Deep Dive (optional): takes an extra 5 to 10 minutes and gives you the chance to share more detailed views and examples.

How your response will be used

Findings will be analysed in aggregate and used to support discussion and practical recommendations across the JES community, including engagement with relevant sector and commercial bodies. Comments will be reported anonymously or without attribution unless you expressly agree otherwise.

How to get involved

Please complete the survey by close of play on Friday 20 November 2026 via this link.
