Witness appeal for Immigration Enforcement operation in Newport

Our investigation continues into the circumstances of a man’s death on 30 June following an operation in Newport carried out by Immigration Enforcement officers. The 23 year-old Sudanese man who died can now be named as Mustafa Dawood.  

We are appealing for any witnesses to events between 9.30 am and 12 noon on Saturday 30 June in the vicinity of the Shaftesbury car wash on Albany Street, Newport to contact the IOPC by phone on 0800 029 4689 or email: shaftesburycarwashdsi@policeconduct.gov.uk  

It is known that a team of uniformed Immigration Enforcement officers initially attended the car wash in a marked Immigration Enforcement vehicle and an unmarked vehicle. Following their arrival, Mr Dawood, who was working at the car wash, climbed onto an adjacent factory roof before falling from a height. Paramedics arrived and more officers went to the scene.  

It is understood Mr Dawood came to the UK in 2015 and, after living in the Southampton area, had fairly recently moved to Newport. His family in Sudan have been informed.  

Jonathan Green, IOPC regional director who has responsibility for Home Office matters, said: “We would ask that anyone who witnessed events in the vicinity of the car wash on Saturday morning to come forward to help with our independent investigation.”
