HM Chief Inspector of Scottish Fire and Rescue Service
Steven Torrie has been appointed as HM Chief Inspector of the new Scottish Fire and Rescue Service, Minister for Community Safety and Legal Affairs Roseanna Cunningham announced recently.
Mr Torrie, the current HM Chief Inspector of the eight existing services, was successful at a recent open competition to appoint an Inspector for the new single service.
Mr Torrie has been in his current role since November 2010 and advised Ministers during the fire reform process. He will be appointed for a further three years from 1 May 2013 and will lead the HM Inspectorate towards a new independent scrutiny function.
As HM Chief Inspector of the SFRS, Mr Torrie will be responsible for planning and leading an annual programme of inspections to provide public assurance about the quality and effectiveness of the new single service. In addition he will provide independent support to the Service and on-going advice to Ministers.
Ms Cunningham said:
“The role of HM Chief Inspector is a vitally important one in maintaining the excellent, world class reputation our fire and rescue service deservedly has. Mr Torrie brings vast experience and I welcome him to his new role.
“He has an extensive knowledge of the fire and rescue service and the fire reform process which will be an asset as the single service takes up its full range of responsibilities from 1 April 2013.”
Steven Torrie said:
“I am pleased to be given the opportunity to lead the Inspectorate at such an exciting time. This is the biggest change to the fire and rescue services in Scotland in a life-time. The Inspectorate will also develop to best reflect modern principles of scrutiny and inspection and provide challenge to the new single service.”
Mr Torrie has worked within the fire and rescue service for over 38 years and latterly was the Chief Fire Officer of Central Scotland Fire and Rescue Service. He became head of the Scottish Fire and Rescue Advisory Unit which is combined with the post of HM Chief Inspector in November 2010.
As HM Chief Inspector of the SFRS he will be the head of HM Fire Service Inspectorate in Scotland (HMFSI) and the senior professional fire and rescue service advisor to Scottish Ministers. The statutory duties of HM Chief Inspector of the SFRS from 1 April 2013 are defined by the Fire (Scotland) Act 2005, as amended by the Police and Fire Reform (Scotland) Act 2012.
