New Non-Executive Directors appointed to Civil Aviation Authority

The Secretary of State for Transport, Lord Adonis, yesterday appointed David Gray and Michael Medlicott as Non-Executive Members of the Board of the Civil Aviation Authority (CAA). 

David Gray has a background in investment banking and developed particular expertise in economic regulation when serving as Managing Director, Networks at OFGEM.  He has recently been a member of the panel of experts advising the Department of Transport on the economic regulation of airports. He holds no other Ministerial public appointments.

David Gray’s appointment comes into effect on 16 November 2009 for a period of three years.  He will work two days a week at the CAA until the end of March 2010 at a salary of approximately £44,000 pa.  This will then reduce to one day a week with a pro rata reduction in salary.   

Michael Medlicott has many years’ experience in the tourism and transport sectors, including a senior management position at Delta Air Lines.  He has sat on the Board of the Manchester Airports Group since 2002, although his term there will end before he joins the CAA.  He holds one current Ministerial appointment as a Non-Executive Director of National Savings & Investments, for which he receives a salary of £15,000 per annum.

Michael Medlicott’s appointment will come into effect on 1 February 2010 for a period of three years.  He will work one day a week at a salary of approximately £22,000 pa. 

The Secretary of State has also reappointed a further Non-Executive Director of the CAA, Captain Roger Whitefield, for a second term which will run for three years from 1 April 2010.  His time commitment at the CAA will reduce from two days a week to one at that time.  Captain Whitefield, who specialises in safety regulation, was originally appointed in 2005.

The CAA is responsible for the regulation of civil aviation in the United Kingdom and has specific responsibility for aviation safety, airspace policy, consumer protection and economic regulation.

The appointment of David Gray and Michael Medlicott is part of a process that will introduce a revised role and corresponding reduction in time commitment for all CAA Non-Executive Directors during 2010.  This was a key proposal of the Strategic Review of the Authority undertaken by Sir Joseph Pilling in 2008.

The appointments have been made in accordance with the Code of Practice published by the Office of the Commissioner for Public Appointments.  All appointments are made on merit and political activity plays no part in the selection process.  However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public.  Both new appointees have declared that they have undertaken no notifiable political activity.
