The Constitution Committee yesterday published its sessional report on the 2016-17 Session, which reviews the work of the committee over the last parliamentary year.

Report

The Report details the work undertaken by the Committee during the 2016–17 session. Throughout the session the Committee:

• published five legislative scrutiny reports, and corresponded with ministers on a further three bills
• published three reports in response to Brexit: The invoking of Article 50; European Union (Notification of Withdrawal) Bill; and 'The Great Repeal Bill' and delegated legislation
• published reports on the Wales Bill and English Votes for English Laws
• began a large-scale inquiry into the Legislative Process
• held stand-alone evidence sessions with the Chairman of  the House of Lords Appointments Commission, The Minister for the Constitution; the Lord Chancellor and Secretary of State for Justice; the Lord Chief Justice of England and Wales; and the President and Deputy President of the Supreme Court

In the Report the Committee raises concerns about the lack of policy detail and the delegation of broad powers in recent legislation. The Committee also says that it plans to scrutinise closely the bills that seek to implement Brexit in the current session and pay close attention to any consequences of Brexit on the UK’s devolution settlements.
