An opportunity to highlight CCTV capabilities for a national policing report

Can you help the Police ICT Company identify emerging CCTV technology opportunities for efficiency and effectiveness improvements in Local Authorities and Policing?

The Police ICT Company are compiling a report to help shape discussions with local authorities and policing in the coming weeks about the current CCTV landscape. The report will feed into a larger CCTV interoperability report, being created to give options for the combined local authorities to make a decision on what they want delivered in 2018/19.

This report will be taken to local authorities across the and to the national NPCC (National Police Chiefs Council) CCTV working group, so that strategic options can be evaluated and business cases generated for procurement of platforms/ new technologies; where possible with a national remit, tactically LAs may look to do this in regional groups. PICTCo hope to give LAs the confidence from the supplier responses that these new technologies can be adopted and therefore increase the value of their existing or refreshed platforms.

They have requested the following information from suppliers to help inform them about the industry and their technology or products:

  • How CCTV technology is progressing;
  • The type of new and innovative technologies being deployed;
  • How services offered on different platforms could be combined with minimal service disruption or degradation;
  • The maturity of the technology;
  • Current use cases and roadmaps;
  • Current police or non-police customers;
  • Indication of whether this is technology in development or released and actively utilised;
  • How the technology could improve efficiency and effectiveness for authorities and policing.

The majority of public space CCTV is operated and maintained by Local Authorities (LAs), historically the Home Office invested heavily into CCTV via funding for LAs to install or upgrade their platforms. LAs have since maintained and operated the systems, however in the current economic climate with pressure to do more with less, services such as public CCTV are at threat. This is a risk to community safety with the Police having a significant reliance on CCTV (around 80% of investigations may utilise CCTV footage) for a range of incidents; it is essential for both LAs and Police that effective CCTV is kept operational.

The majority of LAs operate and own their own, siloed, CCTV infrastructure. This could mean hosting a platform and resourcing a monitoring control room for as little as 25 cameras. A project is underway to look at interoperability of CCTV platforms across five LAs, to see if by combining or aggregating the CCTV services they could be more efficient and effective.

This request for insight is an exploratory piece of work to see how suppliers view the changing CCTV landscape and emerging technologies which could help organisations to address similar challenges.
